The general legislative foundations for organising studies in University of Applied Sciences in Finland are given in the Act on Polytechnics (351/2003) and Decree on Polytechnics (352/2003). In order to meet the qualifications of licensed health care and social services professionals the Act (559/1994) and Decree (564/1994) on Health Care Professionals, as well as subsequent amendments to these are taken into account. In addition, the Act (452/1996) and Decree (455/1996) on Vocational Teacher Training, as well as subsequent amendments to these are also taken into account.
The objectives, overall structure and extent of degrees in University of Applied Sciences are defined in a governmental decree, while the more detailed degree and assessment regulations and curricula are determined at the institutions.
In Universities of Applied Sciences, studies are organised into degree programmes, which are approved by the Ministry of Education and Culture. The Universities of Applied Sciences are responsible for planning and developing their degree programme; representatives of business and industry and students also contribute to this development work. Institutions provide students with annual guide-books describing the curricula and instruction offered during the academic year.
Degree and Assessment Regulations of Oulu University of Applied Sciences have been accepted by the Board of Oulu Region Joint Authority for Vocational Training and by the Board of Oulu University of Applied Sciences.
