Partner Introductions


Oulu University of Applied Sciences (OUAS) is one of the biggest universities of applied sciences in Finland. Oulu University of Applied Sciences responds to the business and employment needs of Northern Finland by arranging and developing training at the higher vocational level. Presently, ca. 7 700 students attend Oulu University of Applied Sciences, which began to offer higher vocational training in 1992. From autumn 2002 on university of applied sciences post-graduate programmes leading to a university of applied sciences post-graduate degree (a second cycle degree, master's level) have been offered.

School of Renewable Natural Resources (SRNR) is responsible for EnTraCop project on behalf of OUAS. The main task of SRNR is to offer higher level vocational education in three degree programmes, which are Agricultural and Rural Industries, Horticulture and Landscape Planning. The second task of the SRNR is to offer post graduate training to professionals. For that purpose SRNR is organising short courses and 30 ECT units specialising studies. Most of the specialising studies are for supporting the long life learning of NRE planners. "Quality and Environmental management systems", "Collaboration in NREP" and "European Project Management Skills for NRE planners" are examples of specialising studies of SRNR. Third, the newest task of SRNR is Research and Development. For that purpose SRNR has been an active actor having been responsible and partner in numerous regional and European EU-funded projects. Another R&D task of SRNR is Scientific Research which has been focused on the human element in NREP.

Collaboration skills are included in many of the modules offered in SRNR. Therefore SRNR has been responsible for many kinds of planning tasks, including for example urban forest planning, zoning, planning the environmental quality systems or so called "green-plans" for cities. All of the planning tasks have been organised together with relevant interest groups.

In the EnTraCoP project, Oulu University of Applied Sciences, SRNR will be responsible for the project administration, coordination of activities, VET assessment in Finland, international seminar and piloting the CoPack in one pilot module. OP will also take part in preparation of the CoPack and dissemination of the results in Finland. Results will be used both in degree education and post-graduate courses of OUAS.

Mendel University of Agriculture and Forestry in Brno is the oldest independent higher education institution of its type in the Czech Republic. It was established in 1919. The University consists of four faculties: Faculty of Agronomy, Faculty of Horticulture, Faculty of Economics and Faculty of Forestry and Wood Technology. From the Faculty of Horticulture, participating in the EnTraCoP project, about 120 students graduate every year. It has nine institutions: Department of Landscape Architecture, Department of Vegetation Establishment and Maintenance, Department of Vegetable and Floriculture, Department of Fruit Production, Department of Post Harvest Technology of Horticultural Products, Department of Breeding and Propagation of Horticultural Plants, Department of Agricultural Engineering, Department of Viticulture and Oenology, Research Institute Mendeleum. Mendel University presently offers for about 8 000 students 13 study programs with 25 fields of study for Bachelor degree, 12 study ECTS programs with 27 fields of study for Master degree, 13 Master 5year programs without ECTS and 19 study programs with 29 fields of study in doctoral level. One of the study programs of the Faculty of Horticulture named Landscape Architecture is oriented not only on garden design, but especially in the last time on landscape ecological planning. The students are trained in practical planning skills, landscape character assessment, land use management, land re-plotting schemes, ecological network planning, landscape restoration programs etc. From the research point of view the Faculty of Horticulture is important partner of both national and regional development studies and plans (predominantly for national and natural parks, landscape protected areas, landscape heritage zones, landscape restoration programs, urban greenery plans etc.).

The role of Mendel University in the EnTraCoP project is to carry out the VET assessment in the Czech Republic, participate in the international seminar and preparing the Co-pack, organise a CoPack testing course and a national dissemination seminar to professionals in Czech Republic together with Veronica. Also Forest management Institute will co-operate in organising seminar and courses in Czech. Results will be used in degree education, post-graduate and doctoral courses as well as in external long-life courses of Mendel University of Agriculture and Forestry in Brno.

Ecological Institute Veronica is a professional body of ZO CSOP Veronica (Basic organisation of Czech Union of Nature Conservationists). Their mission is to support a friendly approach to the nature, landscape and its natural and cultural values. Their activities are intended for the general public, professionals, public authority representatives and staff, educational institutions, other environmental non-governmental organisations, secondary school and university teachers and students, small and medium size enterprises.

As an NGO, Veronica has an important role in participating in the core skills analysis and the evaluation of the EnTraCoP project. Veronica will also together with Mendel University organise a CoPack testing course to professional planners. The network behind Veronica will be one of the main channels for disseminating the results of the project in the Czech Republic. The CoPack will be a model for visitors of the Centre for Sustainable Rural Development in Hostetin. It will be at the disposal of all those interested in landscape planning. Promotion of the CoPack will happen in the magazines and the eco-councelling centre is able to disseminate results to wide spectrum of experts and NGOs.

Eberswalde University of Applied Sciences today has more than 1,500 students in the fields of Land Use and Nature Conservation, Forest Management, Timber Processing Technology, Business Administration, and advanced studies in International Forest Ecosystem Management and Sustainable Land Use-Related Tourism. Land Use and Nature Conservation and Sustainable Land Use-Related Tourism will be the programmes involved in the EnTraCoP project. The first one focuses on how to organise tourism so that it contributes to sustainable regional development in rural areas. Students enrolled in the Land Use and Nature Conservation program learn how to devise and implement solutions for conflicts arising between land use interests and environmental protection concerns.

The role of Eberswalde in the EnTraCoP is to undertake the VET assessment in Germany, participate in the international seminar and preparing the CoPack and, organise a CoPack training course, a national dissemination seminar and other dissemination activities in Germany.

The Kulturlandschaft Uckermark e.V. (KLU) is the development association supporting the Biosphere Reserve Schorfheide-Chorin nearby Eberswalde, Brandenburg Germany. Its ambition is to maintain and develop the landscape that man has created by cultivation for hundreds of years and particularly the region as a cultural space. Important is the aspect of sustainability and social compatibility. KLU achieve these goals through projects on the level of organisation or by managing their own protected areas. Other projects are accomplished in the field of land-use planning, for example planning tourism services in the greater region around the Biosphere Reserve and the administrative districts Uckermark and Barnim in order for more understanding of the origin of landscape and culture. Co-operative processes and planning are important tools to work successfully and with sustainable results.

In the project KLU will participate in Core-skill analysis, dissemination seminar and evaluation of the project. The results of EnTraCoP will enable the volunteer planners to develop and work on projects in cooperation with the Biosphere Reserve and other regional players more sufficiently, sustainably and cooperatively. The cooperation of KLU with land-owners and regional players will improve as there are sometimes different working styles and opinions between nature conservancy, land-users or owners and the administrative districts.

Diskurssi Ltd is a private company which provides research, training and consulting services on environmental development programme/project management (identification, preparation, appraisal, monitoring and evaluation), Environmental Impact Assessment (EIA), Strategic Environmental Assessment (SEA), collaborative planning, environmental management systems and corporate social responsibility for a variety of clients in Finland, neighbouring areas and developing countries.

The company has provided support services on collaborative planning in a number of planning processes managed by central, provincial and local authorities and private sector companies in the fields of e.g. nuclear waste management (EIA); lake management; and planning of urban, green and recreational areas and noise control of cities and municipalities. Diskurssi Ltd has also carried out studies and evaluations, prepared guidelines and manuals and provided training and capacity building on collaborative planning for diverse clients, such as universities, city planners and environmental managers of private companies. At present, the core staff consists of five experts who all are owners of the company. Diskurssi Ltd was established in 1991.

In the EnTraCoP project, Diskurssi Ltd will be responsible in the planning and implementation of the core skills analysis and the preparation of the CoPack. Diskurssi will also participate in the international and national seminar and in the testing of the CoPack in Finland. The company will also facilitate the project meeting in Finland and the internal evaluation of the process and products of the project. Diskurssi Ltd will utilise the results of the project in developing its internal staff training as well as its training and consulting services on collaborative planning.

Forestry Development Centre Tapio is a forestry development and expert organisation which carries out the tasks assigned to it by making proposals and submitting motions concerning forestry, by providing forestry development and expert services for the Ministry of Agriculture and Forestry, the Regional Forestry Centres and other parties. Tapio has nearly 100 forest experts who produce services related to forest management, forest nature management and environmental management; the management of forest resource data; communications and marketing to forest owners and forest professionals; the development of quality and environmental systems and the development of data systems. Tapio, among other tasks, offers open training and training targeted to individual customers, from one-day courses to training modules lasting several months. Open training brings together forest professionals working for different businesses and other employers.

The role of Tapio in the EnTraCoP is to be responsible for disseminating the results in forestry sector in Finland by organising a CoPack testing course for forest management planners and participating in a national dissemination seminar and other forms of dissemination. Tapio will also participate in the VET assessment and the core skills analysis and the international seminar. Tapio will utilise the results of the project developing the next generation forest management planning system and the methods in the field work as well as producing publications and brochures for forest professionals and developing web services.

Finnish Environment Institute (FEI) is Finland's national centre for environmental research and development, and is also responsible for certain administrative tasks. FEI produces data on the state of the environment in Finland, including significant environmental trends and the factors behind them, also assessing alternative future trends and developing solutions to promote sustainable development. FEI compiles, processes and publishes a wide range of environmental data, while meeting Finland's reporting obligations related to EU environmental legislation and other international agreements. FEI also looks after various aspects of the management and use of water resources in Finland.

The institute will be responsible for dissemination in Finland: a CoPack testing course for water resource management planners, a national dissemination seminar, a channel for the publications of the project. The Institute will also organise the international seminar together with OP as well as participate in the VET assessment and the core skills analysis.

Finnish Forest and Park Service Metsähallitus is a state enterprise whose main tasks are to supply wood to the forest industry and manage most of Finland's protected areas. Metsähallitus administers more than 12 million hectares of state land and water areas. The total employment effect of Metsähallitus corresponds to almost 3,000 person-years. Less than 10 per cent of the personnel work at the headquarters in Vantaa and the remainder at the various offices of Metsähallitus all over Finland. Metsähallitus is involved in the business areas of forest management and wood procurement, forest management services, forest seed and seedling production, eco-tourism, international expertise, land trading services, land leasing, real estate and the sale of extractable land resources. The services which Metsähallitus provides for the community include managing conservation areas and carrying out other nature conservation tasks, and promoting outdoor recreation.

Metsähallitus strives for open and interactive operations in the planning of all natural resource use. In regional planning projects, for example, representatives of stakeholder groups interested in utilising state-owned lands are invited to form a co-operation in which local experts negotiate on the use of natural resources.

In the EnTraCoP, Metsähallitus will take part in the core skills analysis, seminars and the evaluation of the project. Planners of metsähallitus will also take part in a course where the CoPack is piloted.

According to the Tipperary Institute's Mission Statement the institute is "To promote sustainable social & economic development in the region served by the Institute". The primary objectives for which the Institute is established are: (a) to promote, develop, assist, support and mentor in a sustainable and inclusive manner rural communities, small and medium size enterprises and businesses generally in the region served by the Institute and, in particular, by the provision of research, information, consultancy, education and training services relevant to rural, community, business, economic, artistic and social development including paying particular attention to the Irish language and culture; (b) to provide education and training for the rural, community, business, technological, scientific, commercial, industrial, social, artistic and cultural development of the State in a sustainable and inclusive manner with particular reference to the region served by the Institute.

The Institute offers courses in the areas of Business, Technology and Sustainable Rural Development. Concerning the last it has been recognised that the maintenance of strong, stable and self-sufficient rural communities is both a desirable goal in its own right and one of the best guarantees of the development of rural areas in a sustainable way. The Institute presently has about 700 students and 120 full-time staff.

In the EnTraCoP project, the role of the Tipperary Institute is to carry out the core skills analysis and the VET assessment in Ireland. It will participate in the international seminar and preparing the CoPack. Tipperary Institute will also organise one CoPack testing course and incorporate that course into its existing degree programme. The Institute will also arrange a national dissemination seminar and co-manage the evaluation of the project. The results will be used to identify the range of skills needed in order to establish a strong network of collaborative planning in Ireland.

Coillte Teoranta is a National State Forestry Organisation in Ireland with responsibility for 480,000 hectares of Forest in Ireland. Coillte produces circa 3 million cubic metres of round timber per annum and also engages in other land-based and wood based enterprises. Coillte has circa 1,000 permanent employees and 400 full-time equivalents comprised of part-time contractors. Coillte's lands and forests are spread throughout the Republic of Ireland and as a consequence stakeholders of Coillte cover a very wide range of people with varying interests and needs.

Coillte is committed to ongoing consultation and communication with its stakeholders. In its initial Social and Environmental Report published in 2001 it committed itself to "Consultation with stakeholders about issues that affect them". This is becoming an increasingly important element of how Coillte conducts its business. In its most recent Social and Environmental Report published in 2004 it outlines a new approach taken to Forest Management Planning. This involves a comprehensive revised planning methodology which involves greater and more structures stakeholder consultation and states that it will result in ...stakeholders are better informed and consulted about plans that affect them.

According to this strategy, Coillte is engaged in a large number of individual operational projects each requiring a combined approach to planning between Coillte and its stakeholders. Coillte staff are members of 13 separate Social and Environmental panels spread throughout the country.

In the EntRaCoP, Coillte will take part in the core skills analysis, seminars and evaluation of the project. Planners of Coillte will also take part in a course where CoPack is piloted in Ireland. Coillte will use the results to enhance the skills of its staff, particularly forest planners and those staff engaged in landbased project developments.

Van Hall Larenstein University of Professional Education is part of a consortium with Wageningen University and Research Centre and Van Hall Institute of professional education. It is an international knowledge centre for agribusiness, food production, environmental care and rural development. With 2,600 students from the Netherlands and abroad and a staff of 400 Larenstein teaches ten Bachelor's and six Master's degree programmes. The EnTraCoP project will focus on the Forestry and Nature Management and the (International) Land and Water Management programme.

The expertise of Land & Water graduates doesn't stop at the technical and financial aspects of soil and water; it's why this degree programme aims to complement specialist knowledge of nature and the environment with an understanding of the human world. And as the interests of one can easily conflict with the interests of the other, all graduates are trained in a range of social and communication skills.

The role of Van Hall Larenstein in the EnTraCoP is to carry out the VET assessment in the Netherlands, participate in the international seminar, preparing the CoPack and organising a CoPack testing course and dissemination in the Netherlands. The results will be used in a number of degree courses in higher and intermediate level education.

Buiting Bosontwikkeling is a Dutch consultancy with expertise in planning and management of woodland and other natural space, (new) estates and residential areas. Its customers are mainly private and public land owners. Establishing and enhancing communication between land owners and forest users/stakeholders is one of its core activities.

Some of the project examples following the ethos behind the EnTraCoP are (1) Vision on Estates Created and offering the course "Vision on Estates" with funding from the European Union (Leader+), part of the re-division of land (Province of Gelderland) by order of Dutch National Trust (Gelders Particulier Grondbezit); (2) Management advise waterworks Brabant Water produced management vision and plan of action for over 1,300 hectares of woodland and natural space, supported by digital maps (GIS), including management evaluation and tree marking/flagging; (3) Plan for nature development Geuzenbos developed 70 hectares of natural space for recreational use in the Western Docklands of Amsterdam, by order of the department for environmental planning of the city of Amsterdam.

In the EnTraCoP, Buiting will participate in the core skills analysis, a national dissemination seminar and the evaluation of the project.

Technical University in Zvolen provides education as well as scientific research in the field of forestry, wood sciences, ecology and manufacturing and environmental technology. Faculty of forestry is one of the four faculties of the university and among other departments it includes also Department of Forest economics and Management. At present, the department is responsible for a five-year MSc programme Management and Financing of Forest Enterprises. In the next academic year they will start a new three-year BSc programme Economics and Management of Renewable Natural Resources. The main research project is titled Economic conditions and strategy of intensification, reproduction and use of renewable natural resources. In the area of foreign relations, there are 33 agreements on direct co-operation ratified with 16 countries. The Technical University in Zvolen is a member of important international non-governmental organisations, such as IUFRO (International Union of Forestry Research Organizations), PRO SILVA (Union Europééne du Forestiers aux Conceptions de Gestion Proche de la Nature) and EFI (European Forest Institute), in which the educational and research workers of the Technical University hold significant posts.

The collaborative planning approach is being incorporated in their teaching and research activities. All their curricula take into account the issues of management and utilisation of forests from biological, technological as well as economic point of view. Moreover, in providing teaching as well as research activities, they co-operate with different stakeholders including forest owners, nature protectionists, staff of state administration and so on.

The role of Zvolen University in the EnTraCoP is to undertake the VET assessment in the Slovak Republic, participate in the international seminar and the preparation of the Co-pack, organise a CoPack testing course and a dissemination seminar as well as other dissemination to professionals in the Slovak Republic. The Zvolen University will include the results of the project in the curricula of the vocational optional subject "Natural Resources Management Planning" and provide the education and training in the Participation Renewable Resources Management Planning within the independent courses available for the professional land-use planners of various kinds.
