Information for New Bachelor's Degree Students

The results for January 2022 joint application will be announced June 3rd 2022. The results are updated in real time in the Studyinfo. You can check your current student selection status by logging in to My Studyinfo. After selection has been completed, the Finnish National Agency for Education will send all applicants an email showing the result information regarding all study programmes they have applied to. Selected students will be informed about the orientation days in their acceptance letter. 

To start your studies:

  • Accept the study place and enroll for the academic year 2022-2023 
  • Get your student username and password in August
  • Bring your original school documents to the Academic Affairs at the beginning of your studies
  • Get familiar with your degree programme’s materials
  • Try to do the Digital Starter Package 2022-2023

Accepting the study place and enrolment

The study place must be accepted and the enrolment for academic year 2022-2023 completed by latest on Friday 15 July 2022 at 3 pm Finnish time in Studyinfo database. The study place is accepted by using the link you receive from Studyinfo or by using the strong identification (a Finnish bank account, mobile certificate, or an electronic ID card). If you don’t have possibility for strong identification or the link you received from Studyinfo does not work, fill in the confirmation/enrolment form you received in your acceptance letter and send it by email to This email address is being protected from spambots. Remember to use secure email if you are sending your certificate of absence by email:

1.) Register your e-mail address to the service 
2.) After this you get to your email a message from the sender "Turvaposti Oulun yliopisto". The message contains a personal link which is your key to the service.
3.) Follow your link, write and send your confidential message in the service. You also can send attachments with the message.
4.) The recipient gets email to her/his O365 mailbox with the note ”Confidential” and ”This mail has been delivered encrypted”.
5.) Your registration and the personal link will be valid for 10 days.

Please note, that absence during the first academic year is possible only due to reasons defined in the Finnish Law. More information about the acceptable reasons for absence can be found in your acceptance letter.

Performing conscript or non-military service after gaining admission to school

If you are in conscript, non-military or voluntary military service after you have been admitted to a school and you are absent from school either before or after performing the service, you could potentially lose your eligibility for a student loan compensation. The period qualifying you for the compensation can be extended, but that only applies to the academic terms in which you are in active service.

Tuition fees and scholarships

For Finnish and EU/EEA/Switzerland citizens there are no tuition fees when participating in the programme. Also, international applicants with the Finnish residence permit A or P are exempted from the tuition fee. Note that the Finnish residence permit A or P needs to be valid on 1 August 2022. Please note that from the spring 2022 onward the legislation has changed and the new students applying for student visa will receive continuous residence permit A based on their study place (previous residence permit B). This permit, however, will not give exemption from the tuition fee. The grounds for the permit are stated in the card (student).

The tuition fee is 8 000 € per academic year. There is a scholarship of 4 000 € available for tuition fee paying students. Scholarship is awarded after each academic year. It is granted by Grant Committee of Oamk based on the study progress on each academic year to those students who have completed at least 55 ECTS credits during the academic year. First available scholarship for the first-year student is granted after first academic year. For graduated student the scholarship is paid if student graduates within optimal study time of the degree programme which means within 3.5 years in the degree programmes in International Business and Nursing, and within 4 years in the degree programme in Information Technology.

If a new selected tuition fee paying Bachelor’s degree student confirms the study place and enrolls present for the upcoming academic year within 7 days from receiving the study place, he/she is entitled for an early bird discount of 500 €. This means that the tuition fee for the first academic year is 7 500 €.

Oamk encourages its tuition fee liability students (tuition fee paying students and students who are exempted from tuition fees) to learn Finnish language as a step to integrating and finding their own place in Finnish society. Therefore students who take and pass the Finnish National Certificate of Language Proficiency in Finnish language are awarded with extra stipend (basic level 500 € / intermediate level 1000 €). The stipend is awarded by Grant Committee of Oamk once student has taken the exam and shown the diploma. If the aforementioned knowledge in Finnish language is required as an admission eligibility, students cannot be awarded with that level extra stipend (cf. in Nursing basic level of Finnish language is a requirement of admission).

Getting Student Username and Password

New students get their students-id (username) from –service using Finnish bank account access codes. You can get the username and password from the beginning of August. It is required that you have accepted the study place and enrolled for next academic year. Read the instruction on how to get your Oulu UAS username and password.

For your studies you need have a laptop/computer, good internet connection and a working browser (for example Google Chrome). In addition, you need to have a headset with a microphone for online teaching and guidance appointments and a web camera. As a student you will get a MS 364 services for free. This includes applications such as Word, Excel, PowerPoint, OneNote etc. Register to MS 365 service with your student username.

Digital Starter Package

Studying at Oamk requires good digital learning skills and the management of digital services that benefit and enable study. To support these skills a Moodle Digital Starter Package has been built. This will help you learn how to use the digital programs and services necessary for learning.

You can get started with the Digital Starter Package after you have received your student username and password. You can get familiar with the tasks included in this Digital Starter Package independently on your own schedule. We recommend that you complete the Digital Starter Package before the start of your studies or during the orientation week / first period of studies. At the beginning of your studies, the degree programme can provide more detailed instructions about the tasks in the Digital Starter Package.

Digital Starter Package will open in Moodle in the beginning of August. Log in with your student username and password: After logging in, select Browse all courses and search Digital Starter Package 2022-2023. Delivering your original school documents to the Admission Services

Selected students must bring their original school documents to be verified by the Admission Services at the beginning of their studies. These are the original paper version of the school documents you have delivered/uploaded their copies during the application period. Official translation is also needed if the original documents are not in English, Finnish or Swedish.

Please notice that the student selection is not final until the original diplomas have been verified.


Moving to Finland

Student Residence Permit and Health Insurance

You need a residence permit for your studies in all other cases, except:
• If you are a citizen of an EU Member State, Iceland, Liechtenstein, Norway or Switzerland. However, you may need to apply for EU-registration.
• If you plan to study in Finland for 90 days or less. However, you may need a visa. For information on visas, please see the website of the Ministry for Foreign Affairs of Finland.

The Finnish Immigration Service has prepared customer instructions in English for students who have received a study place in Finland. Please read all information with attention to detail and follow the links and instructions from the website of the Finnish Immigration Service (Migri).

Apply for a residence permit immediately after receiving your acceptance letter. The entire process may take several months. Your application will proceed to the Finnish Immigration Service for processing after you have visited a Finnish embassy for identification.

In order to get a residence permit, you must take out private insurance that will cover your medical and drug expenses. The insurance you need depends on the duration of your studies in Finland. If you have a European Health Insurance Card (EHIC) or a UK Global Health Insurance Card (GHIC), you do not need to take out insurance.

The health insurance must be valid on the date of arrival in Finland and for at least one year from the estimated date of arrival in Finland. Please see Migri's instructions on insurance.

Travelling to Oulu, Finland

Arrival by Air

Finland and Oulu are easily reached by air as several airlines fly regularly to the Helsinki-Vantaa Airport, the main airport of Finland. Information about the Oulu Airport and other airports in Finland and their travel connections is available on the website of the Finnish airport operator Finavia. The current operators in Oulu Airport are Finnair and Norwegian. Both operators have several daily flight connections between Helsinki and Oulu.

Oulu Airport is located in Oulunsalo approximately 14 km southwest from the city center of Oulu. There are regular local bus connections on the bus lines 8 (Airport-Linnanmaa) and 9 (Airport- City centre of Oulu). You can check the current timetables from the electronic displays at bus stops or from the website of Public Transport in Oulu.

Taxis are also usually available in front of the Airport.

Arrival by Train

There are several daily trains from Helsinki to Oulu. The journey time is usually 6-8 hours (9-10 hours on the overnight trains). In order to take a train to Oulu you need first to go from Helsinki Airport to Tikkurila Station in Vantaa or to Helsinki Central Railway Station. All long-haul trains from Helsinki to Oulu stop also at Tikkurila.

Arrival by Bus

There are 4-6 daily bus connections from Helsinki to Oulu. Notice, however, that on the buses the travel time is remarkably longer and the fares often higher than on the railways. For more information on long-haul bus connections in Finland, please see the Matkahuolto website.

There is also Onnibus which is a low-cost bus services that operates in some parts of the country. Onnibus has daily services between Helsinki and Oulu. The travel time on this route is approximately 8–10 hours.

Housing and Accommodation

Student housing for all degree students is mainly provided by the local student housing organisation PSOAS, the Student Housing Foundation of Northern Finland. Admitted students should contact PSOAS directly once they receive their acceptance letter.

Please notice that the applications for housing must be sent directly to PSOAS as early as possible, preferably at least 2 to 3 months before the date of arrival of the student.

Registering as a citizen of Oulu

In Finland, a personal identity code is used to identify persons. The code consists of your birth date and four unique characters. Within two weeks after arriving, you need to register with the Digital and Population Data Services Agency DVV in the local registry office (Maistraatti) in Oulu. This means that you will set your home municipality in Oulu and you will receive your Finnish personal identity code, if you don't have one already.

Student health care

All students who study for a Bachelor’s or a Master’s level degree at a university of applied sciences and enroll as attending must pay the healthcare fee to the Social Insurance Institution of Finland (Kela). The healthcare fee entitles you to use the services of the Finnish Student Health Service (FSHS). The amount of the healthcare fee is EUR 35,80 per term. No bill will be sent of the healthcare fee, and thus you have to pay the fee on your own initiative. If you do not pay the healthcare fee by the due date, Kela will send you a reminder. If you live outside Finland, you still have to pay the healthcare fee. FSHS also offers services online. Familiarize yourself with the FSHS services and how to book an appointment from their website: 

If you have registered as non-attending for the current term, you are not entitled to use the services of FSHS and you do not have to pay the healthcare fee.

Financial aid for students

The Social Insurance Institution of Finland (Kela) grants student financial aid (opintotuki) and housing allowance (asumistuki) for Finnish students. These benefits are available to non-citizens of Finland only in some cases. Please see more information about Kela benefits to non-citizens of Finland. 

Apply for student financial aid after you have accepted the place of study and the information about your new place of study will appear in Kela's online application as basic information. Financial aid is granted upon application at the beginning of studies, usually for the entire target completion period. The annual support period is from September to May. Note! Student financial aid is granted at the earliest from the beginning of the application month and cannot be applied for retrospectively.

General housing allowance is available throughout the year depending on the income of the household. You can apply for general housing allowance when you know your housing costs and living conditions. You can receive housing allowance retrospectively for the month preceding the month of application.

Meal Discount

As a degree student, you are eligible for discounted meals at participating student restaurants by presenting a valid student card or a meal subsidy card. You can order a student card from Osako. Meal subsidy card will be provided by the tutor teachers during the orientation days. You can also get it from the Academic Affairs service point. OSAKO – Your Student Union

Student Union of Oulu University of Applied Sciences – OSAKO is a service and support organization for all students of Oamk. OSAKO operates by students, for students, with the help of a couple of employees. As a student of Oulu UAS, you can get the student card only from OSAKO. Get familiar with the other benefits you can get from OSAKO.

Oulu Campus Navigator
Oulu Campus Navigator is a mobile application which provides indoor navigation on the Linnanmaa campus. It can be downloaded from Google Play and App Store. You do not need to sign in to application, and it does not track the location of individual users. Its operations are based on Bluetooth transmitters on the campus.
